Windmills everywhere but where is spring?

There are little lambs wandering in the fields and we can see crocus coming up all over the place but the green stuff is not sprouting up yet.   Did the Dutch  forget to pay their  sunshine bill this year?  Somebody please pay that bill because it aint happenin' here.
